The Ministerio de Ciencia e Innovation (MCIN) is responsible for the beamline operation and its accessibility to the Spanish scientific community. The MCIN appointed the Spanish National Research Council (Consejo Superior de Investigaciones Científicas-CSIC) as the beamline management body based in an agreement contract signed between both parties. The Instituto de Ciencia de Materiales de Madrid (Materials Science Institute of Madrid - ICMM: www.icmm.csic.es), from the Spanish National Research Council (CSIC) is in charge of the operation of the beamline.

The MCIN  through the former The Secretaría General del Plan Nacional de Investigación (SGPN) Científica y Desarrollo Tecnológico proposed in 1996 to the ESRF the construction of a beamline as a Collaborating Research Group (CRG-Spline) at the ESRF. After approval of the proposal by the ESRF Council, the construction terms were agreed in a contract signed by the SGPN and the ESRF on 14 November 1997. In 2005 an agreement for the beamline operation is reached between the MCIN and the ESRF. This agreement is renovated each five years for a duration of five years.
